ROLE PURPOSE
The project company is moving from construction into operations. This role strengthens its financial management function with a dedicated, qualified consultant who owns the books, the management reporting cycle, the lender drawdown process and the IFRS financial statements and who leaves behind the tools, systems and processes the company needs to run its own financial oversight once the engagement ends.
The appointment is deliberately hands-on. The consultant performs the work rather than supervising it, and is expected to build repeatable processes rather than one-off analyses.
KEY RESPONSIBILITIES
Financial controlling and monitoring
- Conduct a line-by-line analysis of the construction budget and compare budgeted amounts against actual expenditure to date, identifying variances and their causes.
- Obtain cost and expense information from all relevant teams and departments to ensure complete data capture.
- Implement a structured forecasting tool that integrates inputs across the business and supports rolling forecasts.
- Update the monthly cash flow forecast to reflect current project financial health and anticipated funding needs.
- Build a repeatable, largely automated process for monthly variance reporting and analysis.
- Identify where the budget carries flexibility or headroom so costs can be reallocated, rather than only reporting variances after the fact.
- Produce a revised forecast of the construction completion date, allowing for delays, cost overruns and savings.
- Establish a scenario and sensitivity framework to assess the impact of unplanned costs on cash flow and budget.
- Assist the CFO in managing drawdowns, improving drawdown timing against the cash flow forecast and expected payment schedules.
Bookkeeping and day-to-day accounting
- Record all daily financial transactions — accounts payable, accounts receivable, cash disbursements and cash receipts — in the accounting system.
- Perform monthly reconciliations of all bank accounts, loan accounts and clearing accounts.
- Maintain an up-to-date, properly structured general ledger in line with standard accounting policies.
- Categorise and verify operating expenses, accruals, prepayments and revenues.
Monthly management accounts
- Prepare and deliver the monthly management pack by the fifth working day of the following month.
- The pack comprises the statement of profit or loss against budget and prior period, the statement of financial position, the statement of cash flows, and budget-to-actual variance analysis with commentary on key movements.
Lender drawdown notices and treasury administration
- Prepare, review and coordinate loan drawdown notices in line with facility agreements, debt covenants and lender requirements.
- Gather the supporting documentation lenders require to process disbursements — project milestones, invoices, utilisation requests, compliance certificates, LLA and LTA reports.
- Work with internal teams and the GFA to track drawdown status, ensure timely funding and maintain transparent records of debt servicing.
Financial statements under IFRS
- Compile annual and interim financial statements fully compliant with IFRS.
- Handle complex treatments including depreciation schedules, amortisation, impairment reviews, lease accounting under IFRS 16, and provisions and accruals.
- Act as primary liaison for the external auditors, providing schedules, trial balances, workpapers and technical support through the annual audit.
Budget preparation
- Review the existing construction budget for the transition to operations.
- Develop a comprehensive operational budget for the coming year using high-level assumptions from the base case financial model, and extend it through 2028.
- Work with the operating teams to collect the data the operational budget requires.
ERP system implementation
- Represent the company through the ERP implementation, ensuring the system meets its financial management needs.
- Work with IT and external vendors to define financial requirements and safeguard data integrity during setup.
- Input and validate financial and operational data, and confirm the system meets quality standards for financial reporting.
- Develop reporting capability within the ERP to support budget tracking and cash flow management.
Operational model development
- Facilitate regular meetings with the client and the external modeller to define the operational model’s scope, incorporating lender and sponsor assumptions.
- Gather and verify financial and operational data across finance, operations and procurement so the model reflects realistic scenarios.
- Review the externally developed model for adherence to assumptions, and test and validate it for accuracy.
- Analyse model outputs and present NPV, IRR and other key metrics in stakeholder updates.
DELIVERABLES AND EXPECTED OUTCOMES
- Clear, line-by-line visibility of budget against actual expenditure.
- A repeatable variance reporting process that surfaces budget and cash flow issues early.
- Accurate, up-to-date books with fully reconciled bank, loan and clearing accounts.
- Monthly management accounts delivered on schedule, with variance commentary.
- IFRS-compliant financial statements and demonstrably improved audit readiness.
- Compliant lender drawdown notices and transparent treasury and debt-servicing records.
- An operational budget extending through 2028, ready for the move into operations.
- A working ERP system that streamlines financial processes and improves reporting accuracy.
- A validated operational model producing reliable NPV, IRR and performance insight.
- Internal tools and systems the company can run itself for cash flow, budget monitoring and scenario analysis.
CANDIDATE REQUIREMENTS
Essential
- Qualification — ACA, CA, ACCA or an equivalent internationally recognised chartered or professional accounting qualification. The qualification must be held, not in progress.
- Experience — At least 5 years in infrastructure or IPP environments. Power generation, renewables, water and desalination, PPP and concession structures, EPC and major construction all qualify.
- Location — Currently resident in the Kingdom of Saudi Arabia, with a transferable Iqama or the right to take up the engagement without a new sponsorship.
- Project finance — Demonstrable experience of lender drawdowns, facility agreements, debt covenants and the documentation lenders require.
- Reporting — Preparation of IFRS financial statements and the monthly management reporting cycle, end to end.
- Systems — Participation in an ERP implementation, and advanced financial modelling including NPV and IRR.
Desirable
- Experience of a project company moving from construction into operations.
- Exposure to SPV or project-entity accounting and the reporting it demands.
- Big 4 audit background, particularly in financial services or infrastructure assurance.
- Working Arabic alongside professional English.
- ZATCA and Saudi tax compliance experience.
